Ran through the campaign on my first play through, ran back and did all collectibles for all misc achievements and my challenges counter would never go up from 0 everytime I tried to replay the damn level. This achievement is bullshit and glitchy. As long as you play the mission over again on the same save slot you will be able to get this achievement. You can play this mission as many times as you like and it will keep track of what you need to do.
